The Every Student Succeeds Act (2016) was the first education bill to specifically address the needs of children in foster care. Seven years later, there appears to be little research done to evaluate the effectiveness of ESSA and its impact of the educational outcomes of students in foster care. The researcher will be evaluating data that states are required to gather under ESSA and reaching out to state departments of education and child welfare to determine the impact of ESSA and any gaps in needs that are still not being addressed. At the conclusion, the researcher will posit recommendations to be brought before legislators to address the continuing educational needs of students in foster care.
